Urban passenger transport of major cities of the Russian Federation today is not the best. This is especially true of the age of rolling stock. As part of the implementation of the National Project «Safe and Quality Roads 2.0», the Federal Center decided to assist Russian passengers to transfer to modern urban buses of a large and superbral capacity. Note that the renewal of the rolling stock of ground community passenger transport in urban agglomerations is provided for in 2020-2024 by the national project of safe roads. For these purposes, 20 billion rubles were laid in the budget — 4 billion rubles per year. Financing from the «State Transport Leasing Company» (GTLC) — at least 13 billion rubles will be also attracted.

Such a massive financing of more than 50 cities of the country is important not only in terms of updating the rolling stock of urban fleets, but also improve the comfort of travel on city passenger transport. And on the market of new buses, the model of the Pavlovsky Plant invariably occupy the first rates of the rating. Today, the situation will gradually transform. The fact is that before applying for participation in the subprogramme of updating urban passenger transport, urban authorities should develop a DVD document (comprehensive transportation scheme). The entire urban network should be subordinate to a peculiar hierarchy — routes will be divided into trunk and driven. The main routes are a kind of transport frame of the city, these are routes connecting the main points where huge passenger traffic connecting the center, the largest sleeping neighborhoods and industries are formed. Therefore, the federal center will consider applications from regions only to ensure the rolling line of main routes. A priori, «Pazikov» there is no place. This will be only urban-type buses — large and especially large capacity, in addition, mainly gasomotor. These are models of LIAZ-5292, NEFAZ-5299 NEW, VolgaBas -5270, etc. So Russia will begin to transplant from «Pazikov» and worn buses to a new rolling stock.
