The problem of banning the import of right-hand used cars has turned into a long-playing. On the one hand, the authorities would like once and for all to solve this issue and prohibit the importation of such cars into the country, on the other hand, this ban will surpass for mass protests. Nevertheless, the restrictions are constantly introduced, the conditions are tougher.
From July 1, 2020, the new GOST 33670-2015 of the Technical Regulation of the Customs Union, adopted by the Eurasian Economic Commission, which will change the requirements for obtaining a certificate of safety of vehicles. This document greatly complicates not only the importation of vehicles on the territory of the Russian Federation with the right steering, but also their further registration and operation.
Immediately we note that if the car is imported and put up for registration before July 1, this year, there is no restrictions on the operation of such a right-handed car.
Then what limits will be? The ban is introduced for some types of vehicles of categories M2 and M3. These are dump trucks and construction special equipment (concrete mixers, etc.), as well as minibuses, trucks having crane manipulators, and passenger buses. In principle, the loss is small, the construction market of the Far East and Siberia is saturated with such trucks. There are used Korean counterparts.
But for individuals, passenger cars remain available. Cars belong to category M1 and do not fall under the ban. However, the procedure for their import and customs clearance will be somewhat complicated.
By the way, we recall that the Prime Minister of the Russian Federation Dmitry Medvedev signed a decree of December 3, 2019 No. 2895-P, according to which residents of the Far Eastern Federal District are given the opportunity to import to Russia for one used car with the right-hand drive of the steering without equipping the emergency call devices Era-Glonass services. The reason is that there are only two points to install this Era GLONASS on the territory of the DVFO. The action of this Regulation has been established for a period of one year — until December of the current year. That is, by the end of the year, the Far Eastern can enter one right-handed used car from Japan. The population of the Far Eastern District is about 8 million people, without deducting children and old people, this is a huge audience for whom this government decision is calculated.

What kind of obstacles will be built for right-handed used cars with new regulations? To obtain PTS and further registration with the traffic police, a technical certificate will also be obtained for compliance with the design of the vehicle requirements. These certificates will issue specialized laboratories.
According to the new GOST, the laboratories that have the right to issue vehicle safety certificates will have to accredit for new requirements. They will be required to equip areas for inspection of imported used cars, as well as overclocking strips and test stands. But at the moment, only four laboratories correspond to the new rules — and those are located on the territory of the Far Eastern Federal District.
Customs duties do not yet change. Fees, as before, will depend on the age and environmental class of the right-hand drive car.
Thus, as we see, the nuts gradually twist, but apparently, the rods from the right-hand drive cars from Japan will not fundamentally.
Today, according to the autostat in the Russian Federation, about 3.3 million of the right-hand drive cars. Geographically, they are focused in Siberia and in the Far East. Thus, the focus of the right-handed park remains, but most likely the calculation on the fact that the wear of the right-handed Park will go faster than the renewable importation.
